New Driving Test Booking Rules Coming in 2026

Major changes are coming to the way car driving tests are booked and managed in 2026. These updates aim to reduce misuse of the system and encourage learners to book only when they’re genuinely ready.

Here’s what you need to know.


🚗 Who Can Book the Test?

Current Rules

  • You or your driving instructor can book the test.

From Spring 2026

  • Only you (the learner) can book your driving test.

  • Instructors will no longer be able to book on your behalf.

You’ll need to book directly through GOV.UK.


🔧 Who Can Manage or Change the Test?

Current Rules

  • You or your instructor can manage the booking.

From Spring 2026

  • Only you will be able to manage your appointment.

This includes making any changes.


🔁 Changes Limited to Just 2

From 31 March 2026, learners will only be allowed:

  • 2 changes per booking

This is a significant reduction from the current allowance of up to 6 changes.

If you’ve already used all your changes under the old system, you’ll get 2 fresh changes from 31 March 2026.

After that:

  • If you need further changes, you must cancel and rebook

  • You’ll receive a full refund if cancelled at least 10 full working days before your test


📍 Restrictions on Moving Test Centres

Currently, you can move your test to any test centre.

From later in Spring 2026:

  • You’ll only be able to move your test to centres near the one you originally booked

This means:

  • No booking far away just to move it later.

  • Book where you actually intend to take your test.


🔄 What Counts as a “Change”?

Each of the following counts as one change:

  • Changing the date

  • Changing the time

  • Changing the test centre

  • Swapping your test with another learner

If you change multiple things at once (for example, date and centre together), it still counts as one change.


📅 What You Should Do Now

To avoid losing one of your limited changes:

✔ Only book when your instructor confirms you are ready✔ Choose a realistic test date✔ Use your instructor’s reference number when booking✔ Only use changes for genuine reasons or emergencies


Why These Changes Matter

The new rules are designed to:

  • Reduce unnecessary test hoarding

  • Cut down last-minute changes

  • Improve test availability

  • Encourage learners to be properly prepared


For instructors, it means less admin.For learners, it means planning carefully matters more than ever.
